Territory Constraints?

Can CTC simulator have territory constraints simulated without needing to put in the notes to hold out a train?

Like in TD3 you can put in a yard capacity limit, where if so many trains are set to enter/exit a specific location the simulation recognizes a "Yard full" and requires you to wait before sending in another train.

One such territory with this in it are Staples Subdivision by Sumner Herrick based off 2017 operations.
