Title: After Blocking Signals Causes Cleared Signal

I often use blocking a signal as a way to remind myself not to line up moves until I am ready to but after I take it down the signal "clears" providing a train a false clear and then it runs through switches causing derailments and switches out of service. I'm not sure if it's a bug or by design. The signals should remain at stop after blocking is removed. Thank you.

Actually, I lied when I said I'm aware of the problem. I was thinking of something else.
Good news - it was easy to find. It is now fixed in CTC 3.21.
