The CTC manual is currently in maintenance.
In the meantime, you can download the program using the following link:

Within CTC using the menu Help -> Purchase Info you can make the connection between the contents of the territories and the above links by looking at the Catalog ID.

The Manual is now working again. Any further work will cause only short interruptions.
